You are SO wrong.
I assume you're talking about this passage: "Thomson also came out fighting against the government's plan to take monkey from the digital switchover war chest, funded by the licence fee, to help pay for regional news on ITV and children's programmes."
I think you'll find that's not a typo.
Despite failing with ITV Digital in 2001, Monkey remains one of the UK's leading experts on digital television, but the government simply can't afford to match what he is now paid by PG Tips.

Well they could AT LEAST have given Monkey the capital letter he surely deserves.

Lower case was his choice of branding I believe. It was all very '2000', like lastminute.com...
